RALEIGH – Construction at Carter-Finley Stadium came to a halt Tuesday when federal immigration agents looking for a fugitive induced a stampede of fleeing workers in hard hats.
Fifty to 70 workers ran from the stadium after immigration officers in unmarked vehicles and two state troopers in a marked car arrived where a concrete company is working on an addition to the N.C. State University stadium.
Agents with the U.S. Office of Immigration and Customs Enforcement detained seven workers on immigration violations, said Tom O’Connell, resident agent in charge of the Raleigh office. The workers’ names and countries of origin were not available.
The agents didn’t anticipate the scramble.
“It was going to be low key because we were looking to extract one individual,” O’Connell said. “We were there to assist the state Highway Patrol.”

Within moments, men in hard hats were running into fields and scaling fences, officials said. Additional officers from the Highway Patrol and Raleigh police fanned out around the stadium and nearby streets in a largely fruitless attempt to find the fleeing workers.
